Poop or Chaos? A Whistler Sewer Story

As we have recently learnt at the Whistler Museum, maintenance problems can pop up at the most inconvenient times and create quite the disruption. The same was true when a truck came down on power lines in Whistler one New Year’s Eve.

Disposing of human waste was an ongoing challenge for residents of Alta Lake and Whistler until the wastewater treatment plant opened in 1977. Prior to the sewer system, residents had private septic systems or outhouses, which posed environmental and practical problems for the growing community. On the weekends Brian Leighton, who lived in Creekside, regularly had to knock on the door of the upstairs units asking if they would hold off from flushing the toilets, as the septic system would back up through his toilet when all the units were full.

According to Garibaldi’s Whistler News, in 1977 Whistler had a permanent population of 800, but this swelled to nearly 7000 during the peak season and a reliable sewer system was required before the town could grow further. The importance of the sewer was not understated by Mayor Pat Carleton during the grand opening of the wastewater treatment plant, which included lunch, tours and much fanfare, when he said, “The foundation of Whistler’s future is this plant and sewer system.”

Despite initially being built to accommodate a growing community, the wastewater treatment plant could not keep up with the rapid and relentless increase in the population. Cliff Jennings was originally in charge of water distribution and sewer collection for the Resort Municipality of Whistler (RMOW) before becoming the superintendent of the wastewater plant. According to Cliff, every two years the wastewater treatment plant was having an expansion. However, with the economy slowing in 1981 there was no money to improve the plant coming from the Provincial or Federal Governments despite the population increasing. “We were pretty much always three years behind until just very, very recently. It was always just [cross your fingers].”

Continual construction of the plant during this time had its own challenges. Timing had to be perfect because it could only be powered down for short periods, around 90 minutes, before the waste had to be diverted, which meant raw sewage would be pumped directly into the river. “We never had to purposely divert but we got awfully close,” said Cliff.

On the fateful New Year’s Eve, the power company had been working on the lines at the intersection of Highway 99 and Nesters when the hydraulic lift broke, landing the lift on the power lines. To get the lift off and the lines restored the power would have to be turned off to the entire Valley while it was fixed. This included the Village, which relied on floodlights as the main security measure on New Year’s Eve. Bringing down the lights would have meant total chaos in the busy Village, and would be questionable for safety. However, without turning the entire power grid off the line could not be fixed, and power to Whistler Cay and Nesters would be off all night until BC Hydro could fix the truck on the line. That would mean that the wastewater plant for these areas would also have no power for far longer than the 90 minutes, and without power, diversion of wastewater into the environment.

Due to safety concerns in the Village, the decision was made to keep the power off to Whistler Cay and Nesters for the night, rather than turn all the power off to the entire Valley to fix the line. Thankfully Cliff Jennings and the wastewater team were instead able to keep the treatment plant going with a diesel generator. The lucky team got to ring in the New Year’s with the sewage in the dark, but kept it going long enough that the lines could be fixed without any diversion, while revellers could continue as normal in the Village.

Having a Blast

When talking to people from Alta Lake and Whistler there are many stories that are almost universal- people come to Whistler for a visit and stay for life, and along that journey most people have experienced housing woes. One experience that I did not expect to be shared among so many locals was the stories of working in drilling and blasting. While the rocky, mountainous landscape draws people to Whistler from around the world, it also creates additional engineering challenges. Lots of rock needed to be moved for the rapid growth of Whistler, and blasting was a relatively well paying summer job.

The Pacific Great Eastern Railway (PGE), also known as the ‘Province’s Great Expense’ arrived in Alta Lake in 1914, bringing tourism as well as an increase in mining and forestry. The earliest known commercial mining in the area was on Whistler Mountain around 1910, with Green Lake Mining and Milling Company running ten small claims between 1000 and 1300 metres elevation.

Many other small operations opened and closed over the years but none struck it rich. As a word of caution, after finding an abandoned mine shaft in the mountains, some early mountaineers were pushing rocks down the shaft and set off unexploded dynamite. Nobody was hurt, but it is worth giving abandoned mines a wide berth for the many hazards they pose.

It was a logging company that gave Andy Petersen dynamite in the 1960s to help put a water line to Alta Lake Road for running water. Andy and Dick Fairhurst, owner of Cypress Lodge, had never used dynamite before. “We drilled about 27 holes and put three sticks of dynamite in each hole. Well, this thing went off. Three of them went off and boulders came up over our heads and hit the power lines. We thought we were going to take the power down. That was our experience with dynamite, but we learned.”

When skiing arrived Whistler became a tourist destination in the winter but remained very quiet in summer. Many locals who worked on the mountain would have summer jobs in construction and blasting, including Murray Coates who was in ski patrol and had a blasting company. Fellow patrollers, Brian Leighton and Bruce Watt also worked some summers blasting. “There were no safety precautions”, Bruce recalled on his podcast ‘Whistler Stories that Need to be Told’, “It was just get out there and don’t be a wimp”.

Brian Leighton had a similar experience. “I was way over my head in what I was doing. But no one died, no one was hurt.” One memorable moment occurred after loading some explosives into the drill holes while creating Whistler’s sewage system. “I said to Murray, ‘I think the trucks parked a little close here.’ He said, ‘No, no, no, it’s fine.’ So we get underneath the truck and he hits the blasting machine. Sure enough, a rock the size of a soccer ball goes through the rear window of the truck. I mean we were safe, but the truck not so much”.

Before she became a lawyer and later the Mayor of Whistler, Nancy Wilhelm-Morden also worked as a driller and blaster for the Department of Highways. She wasn’t so worried about rocks landing on her, but as her boss watched closely to make sure she was setting the dynamite correctly, “I was always worried that he was going to spit this horrible chewing tobacco on the back of my head.”

The Whistler Museum has more stories about drilling and blasting than will fit in one article, but nowadays we are much more familiar with the sound of avalanche bombs. Hopefully they are ringing throughout the valley again soon!

Rafting Through Whistler

Rafting has long been a favourite summer leisure activity throughout the Whistler Valley. In 1913, Alex and Myrtle Philip bought their 10-acre property on Alta Lake for $700 (where Rainbow Park is today). Rainbow Lodge and the Pacific Great Eastern (PGE) Railway were both completed the next year in 1914, and together they started offering Fisherman’s Excursions. The $6 package deal included train passage and a fully catered weekend of fishing at Rainbow Lodge. When the first group of 24 anglers disembarked the train for the Fishermen’s Excursion, Rainbow Lodge had multiple wooden rafts and one boat that visitors would fish from. The first excursion was a huge success with everyone catching fish. News of the fishing on Alta Lake spread rapidly throughout Vancouver, bringing a continual stream of visitors to Rainbow Lodge in the summer.

When Hillcrest Lodge opened in 1946, rafting also played a role in entertaining guests. When new guests arrived at the train station, they would be greeted by current guests in costume and then transported across the lake in a convoy of rafts. During the stay, Hillcrest Lodge offered many organised activities for guests. One of their favourite activities were the musical raft rides around Alta Lake, not unlike those that float around on warm summer days today. Raft rides would also be used to transport locals and guests to and from the Saturday night community hall dances. The community would look forward to these dances and come out in force, with Rainbow Lodge and Hillcrest Lodge sharing the catering for these popular events.

70 years after Myrtle and Alex bought their land on Alta Lake, the first commercial white water rafting venture in Whistler started. Whistler was still developing as a summer destination when Whistler River Adventures opened in 1983. Asked about how things changed in the rafting business over his 27 years as owner/manager, Brian Leighton was quick to say, “Competition.”

In the early to mid 1980s, anyone could start a rafting company and many more white water rafting companies popped up after Whistler River Adventures. Following some bad rafting accidents in 1987, including 5 people who drowned after their raft overturned on a log jam in the Elaho, the BC provincial government introduced stricter regulations. The regulations introduced mandates for each river, including rules on raft size and guide experience. Although many companies already chose to follow recommended safety guidelines, strict regulations had only been in place for five BC rivers prior to 1987. River-specific tenure for raft companies was also later introduced.

Remembering a trip that would not happen today, Brian recounted a staff tour along the Cheakamus River below Daisy Lake Dam. This area is now closed to commercial groups due to concerns about The Barrier breaking, which could result in massive downstream flooding and landslides from Garibaldi Lake. During the staff trip the raft became stuck on a rock in the middle of the river. A staff member living in the now-gone Garibaldi Township saw a sandal float past on the river downstream of the stranded raft and went to see if everything was okay. Everyone was rescued, although the raft remained stuck. Whistler River Adventures knew the engineer working on Daisy Lake Dam and the following day BC Hydro shut off the dam so that the raft could be retrieved from the rock. It was the eighties after all!

Our 2020 Speaker Series Begins!

We’ll be opening our 2020 Speaker Series with a screening of Pro Patrol, Curtis Petersen’s 1980 short documentary on ski patrol on Whistler Mountain, followed by a talk on changes in ski patrol and mountain safety with Roger McCarthy, Brian Leighton and Bruce Watt.

Doors open at 6:30 pm. Show begins at 7pm. Tickets are $10 ($5 for museum and Club Shred members) and will be available at the Whistler Museum beginning January 17.
